Purpose: The South Carolina Local Government Comprehensive Planning Enabling Act of 1994 outlines the state’s legislative authorization for municipalities to establish and implement guidelines pertaining to land use planning, regulation, and development processes. Within the code of laws, the planning process, bodies and tools are defined and give reasoning for municipal legislative bodies, including a planning commission, advisory committees and board of zoning appeals to implement land use regulations, plans and zoning techniques to guide development. Such regulations must be implemented in accordance with and with reasonable consideration of existing and future needs while promoting the health, safety, and general welfare of the public.
